From OpenSSL 3 to OpenSSL 4 in Fedora: true story

When we migrate to a major version of OpenSSL, it creates a lot of problem. Some of them are caused by the package management limitations, some - by people needs, some - by best intentions. You can't just migrate. You have to deal with 3rd-party software. You need to keep both devel subpackages You need to separate configuration files - and here distro-specific problems come into play API changes create problems on rebuild And - we managed it. And will have to repeat on OpenSSL 4 to OpenSSL 5 future migration.
