The Perfect Storm: Why Tech Is the Next Target for Destructive Regulation

Technology has long enjoyed a degree of regulatory restraint that other industries, such as agriculture, chemicals, and pharmaceuticals, have not. That era is ending. A volatile combination of public anxiety over AI, security breaches, and online harms, well-funded and highly targeted disinformation campaigns, and increasingly dysfunctional legislative bodies has created ideal conditions for reactive, poorly designed regulation that could fundamentally reshape how open source software, cryptography, and digital infrastructure are built and distributed. In this session, Daniella Taveau, Chair of the Board of OASIS-Open and a former U.S. Trade Negotiator, draws on her experience navigating regulated industries to map the current global governance and regulatory landscape facing the technology sector. She will examine why governments are turning their attention to tech now, how disinformation distorts policy outcomes, and where the most consequential regulatory pressure points are emerging across the EU, U.S., and key Asian markets. Most importantly, she will offer a practical playbook for how the open source community, standards bodies, and individual maintainers can engage proactively, rather than reactively, with policymakers. Attendees will leave with a clearer understanding of the regulatory forces at play, the coalitions that matter, and the steps the OpenSSL community can take to shape, rather than simply absorb, what is coming next.
